Associate & Youth Pastor
Scott G. Fawley has served as the Associate Pastor as well as the Youth Pastor at Believers Victory Center for the last 8 years. Scott resides in Moorefield with his wife Renee. He is a graduate of Moorefield High School.
Scott served in the United States Marine Corp from 1987-1993. He is a combat veteran of Operation Desert Storm and served in the WV Army National Guard from 1993 – 2002. Scott holds an Associate of Applied Science Degree in Business Management, he serves as a Moorefield Town Councilman and is the Production Manager for the Pilgrim’s Pride Prepared Foods Plant. Scott is an avid runner and regularly competes in marathons. He is the proud father of two children, Terra & Brendan.
Executive Board of Directors
Dr. Tina M. Keplinger, DVM has been an active member of Believers Victory Center since 2004. She lives in Lost River with her husband Shane Keplinger and her 4 children. Dr. Keplinger is a 1993 graduate of East Hardy High School. She holds a BA in Animal and Veterinary Science and a Masters of Agriculture degree from West Virginia University. Dr. Keplinger earned her Doctorate of Veterinary Medicine in 2003 at Tuskegee University in Alabama. In 2004 she returned to Hardy County and founded Lost River Animal Hospital, PLLC in Baker.
Dr. Keplinger takes an active role in the surrounding communities by hosting rabies clinics each year, opening their practice for school field trips to educate students concerning animal care and veterinary medicine, and by allowing prospective and current veterinarian students in the practice regularly to provide hands on experience and a behind the scenes look at what veterinary medicine consists of.
Paul M. Gilbert lives in Moorefield with his wife Tammy. He has been an active member of Believers Victory Center since 2008 and not only serves as a member of the Board of Directors, but is also an integral part of the BVC Hospitality Team and Congregational Care Department.
Paul is the general manager of Allegheny Dimensions, Co-Owner of Elkhorn Properties, LLC and holds an Associate’s Degree in Business Management. He is the president of the Forest Glenn Subdivision, and an avid hunter and golfer. Paul is also the proud father of two daughters, Hannah and Claire who are students of West Virginia University and Moorefield High School, respectively.
Jimmie B. Wratchford is a founding member of Believers Victory Center. He resides at Ogden Farm Road just outside of Moorefield. He is the husband of Sharon Martin Wratchford and is the proud father of Colleen Wratchford Shockey and Jared Wratchford.
Jim is the Hardy County Assessor and the owner/operator of Wratchford Poultry Farm. He is Vice President of the Pullet Division for the WV Poultry Association and has served on several community boards and committees over the years, being especially active in the local athletic organizations.
